Problems launching programs from Win XP Home ed.

Hi,

All of a sudden, I am unable to launch programs from Win XP Home
edition. If I try to activate af shortcut on my desktop or a program
in my start menu, nothing happens. If I on the other hand try to cut
out the command from the properties dialog and run it manually, the
program will start. Programs which launch secondary processes also
fail. E.g. I can force Norton antivirus to open doing the manual
trick, but when hitting the scan button, the scan process does not
start.

I am not really sure, what caused this problem. I have installed some
security paches from Microsoft and a program called Network stumbler
last week, so maybe one of these is the cause of the problem, but
there is nothing in my event log to help me trace the problem. Hope
someone can help me with this one!
