How to troubleshoot "The system cannot execute the specified program"?

What can cause "The system cannot execute the specified program" error
when launching 16-bit DOS program under Win'XP SP3?

To make matters even muddier the problem impacts only a very small
amount of users of the same EXE and seems only to manifest itself when
executable is started from a network (and not local) drive.

How should one troubleshoot such case?

Thank you very much for the reply.

It could be an excessively long command line; try making a batch
(script) containing the commands. Or just type a shorter command to
experiment.

All users have the same short-cut they're using that is already
pointing to a batch file.

I also was able to launch a different executable from the same network
location (while the "problem" user was sharing his desktop with me).
