"Program was unable to load the necessary component....."

Following a complete rebuild of WinXP Pro SP3, then all my favorite
software, a new error message keeps popping up when I load software that
I know is OK:

"Program was unable to load the necessary component and it's going to
terminate. Please re-install your software."

Click OK, it goes away. Click OK, it goes away. Click OK it goes
away, finally.

Matters not what software I execute, this error pops up. Once it's
gone, software load continues normally, unaffected.

Suggestions on what may be provoking this error message and what I might
try to get rid of it, will be appreciated.
