Problems downloading security 328310

I can download this update, however, I cannot install it.
I receive the following message:

SETUP COULD NOT VERIFY INTEGRITY OF THE FILE UPDATE.INF.
MAKE SURE CRYPTOGRAPHIC SERVICE IS RUNNING ON THIS
COMPUTER.

I looked in services and this service is running. Any
help will be appreciated.

Hello!
Have you set Cryptographic Service to Automatic mode?If the
problem still persists it may be the log file or database
corruption in the %Systemroot%\System32\Catroot2 folder.
To resolve the issue:-
Click Start, and then click Run.
In the Open box, type cmd, and then click OK.
At the command prompt, type the following commands, and
then press ENTER after each line:
net stop cryptsvc
ren %systemroot%\system32\catroot2 oldcatroot2
Type exit to close the command prompt, and then install
security 328310

I get a message that says duplicate file exist or file not
found. Will not accept the ren command.
