"Setup could not verify the integrity of the file Update.inf" When Trying to Install Windows Install

Hey,
When I try to install Windows Installer 3.1, I get the following
error:

"Setup could not verify the integrity of the file Update.inf. Make
sure the Cryptographic service is running on this computer."

The cryptography service is running, and I'm running Windows XP SP2.
Any Ideas?
