Windows Installer

Windows Installer recently stopped working and I have downloaded
"WindowsInstaller-KB893803-v2-x86" when attempting to run it, it gives me the
message "setup could not verify the integrity of the file update.inf. Make
sure the Cryptographic service is running on this computer." has anyone else
had this problem and successfully fixed it?

I have already attempted cryptographic service fix (xp_cryptofix) but still
didn't allows the windows installer to succeed. I tried system restore but
all I got was "system restore is not able to protect your computer. Please
restart your computer, and then run system restore again" but restart yielded
the same message.

Any Ideas?
