Problem with task bar & toolbar

sI have my desktop docked to my taskbar or tray whatever the proper term is.
I use it to access my desktop without minumizung any application.
This usally works for a while and then it will lock up and no longer pop up.
I don't know if it is a memory problem or some program is interfearing.
PLEASE HELP This driveing me nuts.
What program in the task manager run this? Can I stop it and restart it
without rebooting
