Task bar resizing.

I just reinstalled Windows after a serious system failure and am currently in
the phase of tweeking all my settings back to my original preferences.
As long as I've used Windows XP, I've kept the task bar autohiding, with at
least two layers. My quicklaunch icons go on top, and my tasks below them.
In the past, when I had too many windows open to be displayed on just the one
line of tasks, I would simply unlock the taskbar and increase its size so the
tasks would be displayed on two or three lines. However, now when I attempt
that, it instead increases the size of the quicklaunch toolbar while my task
icons remain crammed on the bottom line. I even have significantly fewer
quicklaunch icons than I did before I reinstalled.
It's not a critical error or anything. Its just a general nuisance. Also,
just in case anyone out there knows anything about modifying Windows or where
I may find an existing program to accomplish this: ideally, it'd be really
great if I could configure the taskbar so that instead of seperating the
windows into seperate lines that aren't all displayed, but are scrolled
through with buttons on the side when the taskbar overflows it dynamically
resizes to fit all the tasks without scrolling.
Lastly, before anyone makes the suggestion, I am not willing to group
similar tasks (although I would use that function if I could only put windows
of the same program together without them eventually collapsing into one
task, again to suggest an idea for how I'd like the taskbar to function).

This is what I would try: Stretch the Taskbar to three lines, take the
vertical divider to the left of the second line and drag it to the right
of the first line. It might be better to wait till there are three
lines used to make sure it's done correctly.

There might be third party software that would handle running tasks the
way you'd prefer. Try this or a similar search:
