Problem with Internet over Cable

Hi..

I have cable of internet being provided by my local ISP . everything was
fine till yest. frm yest evenign i have notived that my dialup monitor and
even Task Manager Networking tab shows constant data download at 3k/s even
thou no packet is being sent or recived when i check the connection status.

1) I have norton antivirus 2003 , always updated
2) Along with Windows Xp updated with latest patches
3) I have tried changing the NIC with no results
4) This connection is Firewalled in XP settings
5) My firewall Kerio doesnot show any applcation accessing the internet
6) Even stoping all traffic frm firewall doesnot stop data download
7) Neither does logging off frm the ISP
