problem with downloading and saving files to hard drive

i am having a problem downloading things from the internet, when i click on a downloading link it opens up a window but it is not a window where i can save files to my hard drive it is a normal with like when you open up my documents, someone please help me solve this problem! Thank You!
 
Hi there,

To get the download dialog box, enable the "confirm open after download"
option for that filetype:

Click "Start" -> "Program Files" -> "Windows Explorer".

Then click "Tools" -> "Folder Options".

Change to the "File Type" tabs.

Scroll down to locate the file type. Highlight the filetype (example :"PPT
Microsoft PowerPoint Presentation") and click the "Advanced" button.

Then check the option "confirm open after download".

Also, set the "NoSelectDownloadDir" to "0"

i am still having problems saving files to my hard drive, someone told me to try and download the WinGuids Tweak Manager, but i can't download that because i can't save it to my hardrive. I can't save anything files from the internet to my hard drive. When i click on a file to download i get a window, but it doesn't let me save the file to my hard drive, the is a normal window like when you open up my computer, that is like the same window that i get, there is no save as, or save button, i can't choose the file type or anything, it opens a window that says desktop, which is not suppose to happen, it is suppose to be a different downloading window, a window where i can click save or change the file type or something. Please help me solve my problem. Thank You!
