Problem with desktop (Top inch is unavailable??)

Something weird happened today. My desktop still has the
same Windows supplied picture on the backround (and that
is still normal.) But what's weird is the icons have all
moved down an inch from the top, and you cannot move them
into that top inch of the desktop. It's like there's
something there in the top inch that I cannot see. Also,
when I launch IE or Outlook Express, they too, will not
occupy the top inch of my screen. What happened and how
can I fix this?
Also, another program, Norton System Doctor mysteriously
won't work anymore. Could the problems be related?

If you use an Nvidia based video board, there are controls in the video
driver to adjust this. You can also use your monitor controls. Guess you are
too young to remember when everyone had to adjust the horizontal and
vertical controls of their T.V. to get a full sized picture (-:
