Problem with desktop?

Something weird happened today. My desktop still has the
same Windows supplied picture on the backround (and that
is still normal.) But what's weird is the icons have all
moved down an inch from the top, and you cannot move them
into that top inch of the desktop. It's like there's
something there in the top inch that I cannot see. Also,
when I launch IE or Outlook Express, they too, will not
occupy the top inch of my screen. What happened and how
can I fix this?
Also, another program, Norton System Doctor mysteriously
won't work anymore. Could the problems be related? It just
so happens that Norton System Doctor is about an inch
tall. Could it be in that space, invisibly?

You can always reduce and/or augment your screen resolution to be able to see lost bars and icons. To do this, right click on your desktop, choose properties. Then click the "settings" tab and change your screen resolution.

Those problems happens a lot when you use the "hidden" windows task bar (hide option) and the Microsoft Office shortcut bar. You could always try to work whitout them to see if it changes anything.

I don't use the MS Office taskbad and I'm not sure what
the Hidden windows task bar is or how it works, but that
sounds like it could possibly be the problem. How can I
fix it? Also, I've tried changing the screen resolution
but still have the same problems, so I'ce ruled that out.
