Desktop acting up??

When I fire up my PC, all of a sudden there are no icons at
the very top of my screen and I cannot move any of them
there. Also, when I launch my browser. the Full Screen also
stays about an inch from the top. What happened and how can
I fix this?

This problem is happening to more and more people, me included. So far
nobody has any solution. I've had this for over a month and have done
everything possible but haven't solved it YET. This included re-installing
everything that may have an affect plus many hours of looking around in
regedit.

This is a long shot, but use a spyware scanner to see if you have spyware on
your computer. Some spyware are known to open and take a portion of your
screen real estate (sometimes to show you ads).
