Top inch of screen is "no man's land"

When programs are opened, they do not expand to fill the top inch of the
screen. On the desktop, the desktop image-- if stretched -- fills the
screen, but the desktop icons--on auto arrange--do not fill the top inch of
the screen. If auto arrange is unchecked, you can drag an icon into the top
inch of the screen but it eventually disappears - as if it has gone behind an
invisible curtain. Logging onto my wife's account, (I'm administrator and
she is the other user and we run XP), everything works normally. Programs
fill the whole screen and icons fill the whole desktop. Can anyone solve
this mystery?

Perhaps create another user account for yourself as an administrator.
The account may be corrupt that you currently have.

A toolbar is reserving that space. I don't remember which one was
mentioned in a post years ago, though..

Symantec's Windoctor can do that if the install got borked or something
setup improperly. Or any of a jillion ohter programs, some of which
actually reserve that space and won't allow it to be used for icons.
Or ... malware. Wouldn't hurt to run some scans.
