Top inch of screen is no man's land

When programs are opened, they do not expand to fill the top inch of the
screen. On the desktop, the desktop image-- if stretched -- fills the
screen, but the desktop icons--on auto arrange--do not fill the top inch of
the screen. If auto arrange is unchecked, you can drag an icon into the top
inch of the screen but it eventually disappears - as if it has gone behind an
invisible curtain. Logging onto my wife's account, (I'm administrator and
she is the other user and we run XP), everything works normally. Programs
fill the whole screen and icons fill the whole desktop. Can anyone solve
this mystery?

The aspect ratio of your chosen resolution size is not working with your
monitor. Your partner probably uses another. Rightclick desk, Properties,
Settings tab, move slider.
