problem with activex

Hello,
I've a problem with an activex, I need enable "Initialize and script ActiveX
controls not marked as safe" setting in the zone of intarnet. My problem
appears when i change the value an i restart the computer and the value is
disable. In the registry the key is:
HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Internet
Settings\Zones\1\1201, the value must be 0 but appears the value 3.
The user of the computer isn't admin of computer and I can't add to the
group for security reasons.

change(s) from "sticking" when you reboot. These include Ad-aware's
