Problem Viewing gif Photos

I am using Windows XP. I can view .gif photos on a web page, but when
I download them & open them up later on either Windows picture & fax
viewer or Paint I just get a blank white area. Is there a setting I
could change to view gif photos, or do something else? Thanks in
advance for any info.
