Problem accessing Internet

I have a Dell Dimension 2300 running Win XP Home Edition
with service pack. The computer had been working fine for
the last year. A couple nights ago I tried to access the
English version of a Chinese web site. The system asked
me if I wanted to download itSince then I haven't been
able to access the internet at all. Any suggestions for
remedial action? I'm going to try a Repair Install of the
OS if I don't hear from anybody with a better idea.
