Printer access

I have a new user and I was trying to add aprinter for him, but it says that
he cant access the printer, ON the printer properties he has full control
over the printer and every other user in the same machine could access the
printer except for him and I am new to this field, we are using WindowsXP
service Pack one, please help me

I got the solution as follows:
To set this privilege, click Computer Configuration, click Windows Settings,
click Security Settings, click Local Policies, and then click User Rights
Assignment

Where can I fnd Computer configuration. The solution was not precise, so
please help me once again

Right click My Computer and select Manage.
