Print Spooler Service Not Running...

or so the computer thinks. shows up as running in services and processes,
but in the printers and faxes folder when trying to change properties or
preferences on a shared printer, get error message that print spooler is not
running. then it says unable to connect under the printers that are
shared/connected to other computers. this all happened within the past 2
weeks. worked fine up to that point. then today got the security update of
the print spooler vunerability.

what do i do to make everything work again; printing in general, adding
shared printers as printer onto computer, etc.?

hope i didn't confuse everyone too much. just to the point of frustration
and thoughts are running together.
 
tried starting it again with that method, but got message service already
started.
 
But it is started on the PC that the shared printer is attached to?
