A 60-second delay is typical when a network connection is configured
to obtain an IP address automatically but can't communicate with a
DHCP server to get an address.

if it is DNS issue, it could be the profile issue. have you try anotehr logon id?

I'm almost willing to put money on it being the Workstation service hanging.

As a test, browse to

Start
Run
Type Services.msc
Click OK

Locate Workstation, right click and select Restart. If it takes quite a while to start - There is your problem.

How do you fix it? Welcome to my world!!! I don't know - yet.
