"Preparing Network Connections . . ." slow boot on active directory servers

I have two active directory / DNS servers that hang anywhere from 30 minutes
to 4 hours at the "preparing network connections . . ." screen. Also, when
they are done booting, terminal services doesn't work. Any ideas?

The servers boot fine now, I think this was/is the issue. Due to
intermittent issues talking over the vpn link, AD replication has trouble at
times. This causes problems in the DNS zone which is integrated into active
directory causing the netlogon.dns and netlogon.dnb files to get corrupt in
one location. Then the server when booting, can't read these files
properly. If you stop dns and the netlogon service and rename those files,
then restart the services, the problem goes away.
