I have xp sp2 and every reboot it hangs at preparing network connections for
at least 60 seconds. Its not a dns issue, and its not a host file issue.

That delay is typically caused by a network connection that's
configured to obtain an IP address automatically but can't communicate
with a DHCP server to get an address. It waits about 60 seconds for
the DHCP request to time out.
