Is there a way to have the footer only be visible when the slides are printed
and not have them show up on the screen during a presentation?

Absolutely. Go to VIEW >> HEADER AND FOOTER >> NOTES AND HANDOUTS tab and
enter the information you want to appear on the printouts. Go to the SLIDE
tab and uncheck the items you do not want to show up on the slide.

Is there a way to have the footer only be visible when the slides are printed
and not have them show up on the screen during a presentation?

You'll need to go with Troy's suggestion if the b/g isn't a plain/flat color or
if you need to print to a color printer. If neither of those obstacles applies,
try this:

Go to View, Master, Slide Master and select the footer placeholder.
Set its text color to match the current background color.
Choose View, B/W
Rightclick the footer placeholder and set its BW property to e.g. Black.
That sets what color it'll print to a B/W printer w/o affecting what it looks
like in color or on screen, so now you have a footer that prints black but
doesn't appear on screen.
