pop up won't stop poping up

Some company seems to have went into my computer and left
a cookie or something that will not delete. It seems that
while I am on line a company (stopmessenger.com) keeps
popping up a window that I am supposed to go to their
site and get this pop up to stop. This window appears in
my Task Manager Processes as a .exe. I have not gone to
the site in fear of more trouble. I have tried deleting
cookies and all other clean up programs that my computer
has to offer and don't know what to do now.

What Windows version?

Is this a normal popup or does it say Messenger Service in the Title Bar?

The users need a FIREWALL, not to just shut off the Messenger Service.
