pop up taskbar balloons

I realize that I can right click
start>properties>customize>advanced and uncheck the box
about showing new programs to get rid of these little
buggers. But this is profile specific. What I am
looking for is a registry hack or something that will
disable them for ANY user that logs on to any of 10
shared workstations.

To use the Regedit: Save the REG File to your hard disk. Double click it
and answer yes to the import prompt. REG files can be viewed in Notepad by
right clicking on the file and selecting Edit.
