Tried all to disable balloon tips, pop-up descriptions, etc...

I moved my taskbar to the top of my screen, and the tips cover the buttons.
I like registry tweaks, and found Article 307729 in Microsoft knowledge
base. Didn't work. I have TweakUI, and found Enable balloon tips unchecked.
I went to Folder Options, and unchecked "Show pop-up description for folder
and desktop items." Didn't work. I did a search through my registry for
balloontips and found three that look interesting, but haven't dared to play
with them, until all my options are exhausted (2 at
HKEY_USERS\S-1-5-21-1844237615-1606980848-854245398-1003\Software\Microsoft\Windows\CurrentVersion
==\Policies\Explorer NoSMBalloontip and ==Explorer\TrayNotify BalloonTip,
and 1 at
HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Explorer\TrayNotify+Balloontip).
I found: http://support.microsoft.com/kb/292504/en-us too, and tried stuff
there too, but ended up reversing my changes, when....I didn't work after
restart.

I'd love some suggestions. Thanks in advance.

I cannot disable most of mine either. My favorite is: Click here to begin.

NOTE:
Any changes made in the HKEY_CURRENT_USER hive will also be made in the
corresponding keys in HKEY_USERS\Security ID (SID) of current user subkey.
And vice versa.

Good luck!

I cannot get rid of them so I changed the time and the text and background
colors.

White background with blue text and 1 second.
