Limit on pop up sites?

It seems there's limit on how many sites IE6 will block pop ups. I've tried
to ad tribalfusion, b.casalemedia, c1.zedo and other directly to the registry
as the Tools - Block popups won't accept them. No luck. PErhaps part of the
problem is Regedit won't let me add just the DWord, but insists on adding the
String entry and NOT letting it be deleted.

All of the other sites I have mark for blocking have been found in the
registry at
HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Internet
Settings\P3P\History;
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Internet
Settings\P3P\History;
HKEY_USERS\DEFAULT\Software\Microsoft\Windows\CurrentVersion\Internet
Settings\P3P\History;
HKEY_USERS\S-1-5-18\Software\Microsoft\Windows\CurrentVersion\Internet
Settings\P3P\History;
HKEY_USERS\S-1-5-19\Software\Microsoft\Windows\CurrentVersion\Internet
Settings\P3P\History
HKEY_USERS\S-1-5-20\Software\Microsoft\Windows\CurrentVersion\Internet
Settings\P3P\History;
HKEY_USERS\S-1-5-21-1644491937-1965331169-83952215-1003\Software\Microsoft\Windows\CurrentVersion\Internet Settings\P3P\History

So, why aren't these sites being blocked?

Under Tool - Internet Options - Privacy - Sites to Blockone can enter sites
to block. IE6 would not block any of the sites I entered into that list until
I put the sites on it. That's why I'm trying to the suites I mentioned
blocked. COntray to popular belief, IE6 does NOT block all popups
automatically.
