Plug and Play Failure?

I guess I'll start from the beginning...

I contracted a very bad form of spyware called "Spyfalcon" while my
Norton was down one day, upon doing registry edits and what-not trying
to get rid of it, I decided to do a clean wipe of the drive since it's
been about a year anyway.

Used a Linux boot disk to wipe the hard drive completely clean, back to
0's across the board on my Western Digital 80g boot drive, detached all
other drives, bought a new "legal" copy of WinXp Home, installed the
whole deal, d'loaded all my drivers, clean Norton install, ect....

When I started to reconnect my periphrials I noticed that most of the
Plug and Play stuff was going through the whole "Windows Install" phase
rather than just working right off the bat. So now everytime I plug in
a new device, windows goes through this crazy ritual of making me click
next about a hundred times and making sure I understand all the drivers
are unsigned. Whenever I log into windows I get this message of new
devices detected, some kind of generic HID USB Device, even if I let it
do the install on those, it continues to cycle right back to the New
Device Detected part. I can click cancel and then it gives me a
something went wrong error message and finally shuts up. Also I am
unable to disable my NIC's I get an error saying "It is not possible to
disable the connection at this time" then something about Plug and Play
is broke.

I'm the only account on the computer, admin rights. All this stuff
worked before I reinstalled, why shouldn't it work now?
(Thinking of going back to Linux......)

Any help is appreciated...
