plug and play detection

Using an Epson Stylus Color 740 with XP drivers. Plug
and play detects the printer on every boot or reboot.
Plug and play will assign another USB port. I tried to
install the Epson drivers prior to this problem.
Is there a way I can stop pulg and play from this
detection mode? It does not do this on my scanner or
other devices.
