Please help .... Windows Genuine Advantage and Windows Installer

I have Windows 2000 with no service pack. I am trying to install
Symantec antivirus Corp. Edition 10.1.4.

Once when I start the installation I get Symantec Anti Virus Installer
Information (Error 1723: There is a problem with this Windows Installer
package. A DLL required for this install to complete could not be run.)

I go to Microsoft Web Site and try to download Windows Installer but
first I have to download Windows Genuine Advantage. After I run it I
get a msg. that code is not available. The validation code could not be
obtained. This may be due to technical difficulties or you may be
running an unsupported operating system. Error code 0x80090019)


Then when I try to run Windows Installer I get Error 1721. There is a
problem with this Windows Installer Package. A program required for
this install to complete could not be run.
The entry in registry does not exist ...
HKEY_LOCAL_MACHINE\Software\Policies\Microsoft\Windows\Installer

(this makes sense because Windows Installer need Genuine Advantage in
order to be installed)


When I try to Install KB922582 (Windows Update) I get setup error.
Setup has detected that the version of the Service Pack installed on
you system is lower than what is necessary to apply his hot fix. At
minimum, you must have Service Pack 4 installed


I try to Install Service Pack 1 and I get error msg. Service Pack Setup
Error
Data error (cyclic redundancy check) Service Pack Was Not Installed


I also try to Install Service Pack 4 and I get error msg. Service Pack
4 Setup Error
Setup could not verify the integrity of the file Update.inf. Make sure
the Cryptographic service is running on this computer.


When I try to Install Windows Service Pack 4 I get a msg. Control ID
not found. Service Pack 4 Installation did not complete


When I try to run the Cryptographic Service on windows 2000 there
isn't any Cryptographic entry in Services.
I try by using... net start cryptsvc (it tells me I tried to start a
service that is not configured on this system).

On top all of that when I try to open control panel / add remove
programs I get error msg mshta.exe has generated errors and will be
closed by windows.

Please help. I'm working on this for 2 days now and I'm out of
ideas.
