PL2005 WARE BALLOT

VOTING (1 week): November 1 - December 7, 2003

Spyware, Adware and certain other "ware types" are not allowed on the
Pricelessware List. This ballot is to determine if programs are eligible
for the Pricelessware list.

A two-thirds majority in favor of acceptance is required for a program
to be eligible for the Pricelessware List.

This year there is one program on the Ware Ballot. A summary of the ware
issues:

*For* acceptance: Outlook Express is Freeware: "Legally obtainable
software that you may use at no cost, monetary or otherwise, for as long
as you wish."

*Against* acceptance: Outlook Express is not Freeware. Legally Outlook
Express is a component of the Windows Operating System which is not free.

*Against* acceptance: Outlook Express is part of a browser suite, not a
stand-alone program. Internet Explorer must be downloaded and installed
in order to install Outlook Express.
