PL2005 WARE BALLOT

VOTING (1 week): November 1 - December 7, 2003

Spyware, Adware and certain other "ware types" are not allowed on the
Pricelessware List. This ballot is to determine if programs are
eligible for the Pricelessware list.

A two-thirds majority in favor of acceptance is required for a program
to be eligible for the Pricelessware List.

This year there is one program on the Ware Ballot. A summary of the
ware issues:

*For* acceptance: Outlook Express is Freeware: "Legally obtainable
software that you may use at no cost, monetary or otherwise, for as
long as you wish."

*Against* acceptance: Outlook Express is not Freeware. Legally Outlook
Express is a component of the Windows Operating System which is not
free.

*Against* acceptance: Outlook Express is part of a browser suite, not
a stand-alone program. Internet Explorer must be downloaded and
installed in order to install Outlook Express.

To vote on this ballot:

LEAVE THE STATEMENT YOU AGREE WITH.
Remove the statement you do NOT agree with.

Outlook Express:
is eligible for the Pricelessware List.

Since the Pricelessware pages have a specific version for each program,
I presume we are referring to the most recent version of OE.
Outlook Express Version 6 is free. Outlook Express Version 6 is NOT a
component of my operating systems (Windows98/2000). When I do a full
install of either of these two OSs, Outlook Express Version 6 is not
installed. If I want to use Outlook Express Version 6 then I must
download it (for free) and install it. Just like I would do for most of
the programs listed in Pricelessware.

With WinXP and Win2000, Outlook Express must be installed with Internet
Explorer. In other words a requirement for installing Outlook Express is
to also install Internet Explorer.
Several items listed in the Pricelessware 2004
pages also require Internet Explorer to be installed. Just a few
examples of the programs: Avant Browser, Google Toolbar, IE 5 Power
Tweaks Web Accessories, IE 5 Web Accessories and Cookie Wall.

There are many reasons why your post is nonsense. This is just one of
them:

A strong argument.

Are we going to vote on these programs too?

I doubt it. This is just another example of the petty childishness to
which this newsgroup has descended.

I agree! After all, is any of it really "Freeware"? Time is money. It
takes *time* to install and run any of the apps.
