Photos won't load on IE webpages

My computer crashed and this time I redid my hard drive and reloaded
everything myself. I have two problems that I can't seem to fix.

1. Some photos won't load on IE webpages. How can I get them to all load?

2. I changed my settings in Outlook Express (Tools, Options, Security,
Block images in html content), but I've tried to undo that change and it
won't take effect, even after I restart my computer.

As in a small red X shows and the rest is blank...Try search at
microsoft,type:
macromedia In the results page,select shockwave player,then install flash
player from thier downloads.
