PC Freezes for 20 Seconds

A few weeks ago, we upgraded from Windows ME to Windows
XP. Ever since then, we have experienced the following
problems:

Everything stops working for 10 - 20 seconds: Mouse does
not respond (clicks or movements), keyboard does not
work, if it happens during the saving of an MS Word file,
the save process just stops for several seconds, etc.
After 10-20 sec's, it's fine again (until next time it
happens). This problem typically goes away when we turn
off the PC and turn it on again, but it often happens
again a few minutes after restarting. However, there's a
second problem that, I believe, is related to the first
problem:

Whenever everything stops working for 10 - 20 seconds,
it's not possible to shut down PC properly. It will start
shut-down process, but gets stuck before it properly
shuts down. We have to turn off power.

Go to control-panel,ADM.,eventviewer for details.
You can R.click,create a shrtcut to view events more
quickly,move it to my documents or similiar.Have you run
disk clean-up utility and deleted the ME garbage,you
chould also convert the file system to ntfs from FAT32.

I have XP on a IBM A31 TP notebook. It would hang up
several times a day. The USB ports have a power save
check off box. (for each USB port) The power save option
turns off the power to the usb ports until you plug
something in. I tried this yesterday and both units are
still running. Its worth a try. I did this because
there was a possibility the USB drivers power option was
not working correctly.
