Partners Machine TS licence Question

I hope that this question isn't a redundant one.
I have aWin 2k TS, and uses 2K pro and some XP to connect to our firms TS.
One partner of the firm wants to use his home XP computer to connect. His
laptop is a member of our domain, while his home desktop isn't. Do I need to
buy more licenses if the other partners want to use their hom machines?

Depends what exactly you mean with "home XP".

If this is his home computer, and it runs XP Pro, then it will
receive an "Existing Windows 2000 TS CAL" from the built-in pool of
licenses on the TS Licensing Server, just like your other W2K Pro and
XP Pro clients.

If this computer is running XP Home Edition, you will need to
purchase a TS CAL for it.
