Terminal Services Licencing server

I want to install the TS licensing server on a windows
2000 member server in a windows 2003 domain. Can I do
this. Does it have to be on a DC. I have installed the
TS licensing server on a member server. When I run
terminal server license, it will not find the member
server, and I can not connect to the TS licensing server
using the connect feature either. Anyone have any ieas.

A Windows 2000 Licensing Server needs to be running on a Domain
Controller. You can install the TS Licensing Service on a 2003 DC,
since a 2003 LS can handle both 2000 and 2003 TS CALs.
