The only way you can create, delete, resize or merge existing partitions,
and not harm your existing Windows XP installation, is to use
a third-party partitioning program such as Partition Magic 8
(www.powerquest.com).
Ummm... Resize or merge, sure. Create or delete? That's what the disk
manager is for. Administrative tools.

OK, perhaps I was assuming it was obvious you couldn't delete the partition
you're booted from, running XP from, etc... sort of like it's hard to change
the tire on the car you're driving while you're still driving it down the
road...
