XP ntfs and filesystem size

Why when I create a new partition for XP there is always 3-8 MB of
unallocated space before and/or after the filessytem. The filesystem is not
the same size as the partition and when I resize it. XP will not boot. I'm
sure MS has some explaination for it and I'd be interested in hearing it.

When I installed Win2K twice (by accident), the second copy
was put in a logical partition, requiring the creation of
an extended. And the installer did that all by itself. That
would not be considered normal. It also used the boot manager
services of the first copy of Win2K. If I'd deleted the
Primary containing the first copy of Win2K, the second
copy located in the logical partition, would have stopped
booting.
