I can not use my internet explorer or my outlook and my
provider says that I am connected, could someone please
help.

You don't really give too much information, but try running the Winsock
repair tools on the very bottom
of this page:
http://www.cexx.org/lspfix.htm

It is best if you run one or both of the following first:

Download/install/run Ad-Aware from:
http://www.lavasoftusa.com/
This will detect any spyware on your system. When you run Ad-Aware, click on
the ref update to get the latest up-to-date ref file, run Ad-Aware and
delete everything it finds.

If you are more advanced, then download/install/run:
Spybot - Search & Destroy from :
http://security.kolla.de/index.php?lang=en&page=download
