page number in footer changes

I am writing policies. The total document is 37 pages. I want each policy to
have a page numbe. For example, If a policy has more than one page, I want it
to say Page 1 of 2, page 2 of 2 ect. However in the footer, each page of the
policy will have Page 1 of 2 on both pages. Is there a way to fix this?
 
This is relatively easy. One policy per document?

Have you used the Page X of Y AutoText entry to insert this text in your
footer, or did you type it in manually?
