Outlook2000 missing buttons/functions...

I have a laptop pc with Windows XP.

I took a one week course on Outlook2000.

There are many frustrating missing links: on my pc with
Outlook on, it does not have a Send button for email no
matter what we tried (although Outlook Express has the
send button);

my pc with Outlook on does not have New Distribution
List, no rules Wizard, no vCard button...etc

I would like to use Outlook for the calendar/tasks/notes
etc., however, with the basic missing Send (for emailing)
button and nothing under File, Send I am confused. Thank
you
