Probably because Outlook is still running in the background.
Next time you close Outlook, check Task Manager, running processes tab for
Outlook.exe.
If found select the process, click end Btn, accept the warning about loss of

Run Outlook, exit, wait a while, restart Outlook, presumably it wont start,
Check TM - presumably you know how to sort running process alphabetically.
Is outlook.exe shown?
The primary cause of Outllook problems is often an anti virus program that
is intergrated with outlook. Often it is neccessary to completely uninstall
the AV program, reboot, before testing outlook again.
It is not neccessary to intergrate AV scanning within Outlook since any
decent AV will detect nasties with its real time scanner.
AN AV can be reinstalled without the Outlook intergration
