Outlook 07 fails to release memory. Won't start next time.

Outlook seems to turn off, but the service is still in memory and Outlook
will not restart a second time unless I stop the outlook.exe service. It
only happens on my Vista laptop, not my XP desktop.
 
Its not the service, it means OL hasnt closed, and the application is
running in the background.
Usually caused by an addin, eg Fax or Sync software
