What type of mail server?
What version of Outlook?

Three hours? I'm going to wager that you're on the Eastern Time and if you
check your system settings, your Time Zone is set to the Pacific Time, or
vice versa, with some possibilities of you being in an area that doesn't
practice Daylight Savings, or perhaps in far eastern Canada (or
Hawaii/Alaska) doing a similar change.

In a nutshell, double click the clock in the lower right and look to see
what time zone your OS thinks you are in, because I bet it's wrong.
