Outlook opens once, then never again!

Not really OK. Still having problems with closing the app. Now I just go to
TaskManager and end the process, though I'm concerned about the notice that
says doing so could cause "instability" on the system.
 
Thats a std notice.
I think your only option might be to disable several add-ins, then check if
the problem continues. If it does re-enable those add-ins then disable
another batch & recheck
