Outlook message tracking

The message tracking options in Outlook 2003 indicate that you can
automatically process read or delivery receipts, and have them moved to a
folder of your choice. I cannot make this work. I have tried it in both our
production environment as well as a VPC test lab with the same results. The
return receipts do not get processed. If you navigate to the Sent Items
folder, and select the original message, you do not see a Tracking tab until
you manually process at least one of the messages. Each return receipt must
be manually processed to see the Read Time on the tracking tab. Why is the
automatic processing of receipts not happening?

We have a Outlook2003/Exchange2003 install. Single 2003 AD domain in native
mode.

Do you have any rules moving receipts out of the Inbox?
