Tracking Tab

I want to have the tracking tab show up in my outlook on sent items when I
recieve a read receipt. As it stands right now the only way I can have the
tab show up is if I open the read receipt or if I delete it myself. I would
like to have all of my read receipts dumped in one folder and not have to do
anything with them to get the tracking tab to show up. I am using Outlook
2003 on XP SP2. I am only needing the tracking tab for internal receipts and
already have everyone setup to send emails using RTF. I tried setting up
rules to mark the receipt as read or to delete it when I received it, but
that did not work, I have to manually open or delete the receipt. Any ideas?

The first three checkboxes of Tools>Options>E-mail Options>Tracking Options
have always worked for me.

I have all of those checkboxes checked and am still encountering the problem.
