Tracking Deliveries & Read Receipts

Users need a better way to have confirmation of Delivery & Read Receipts. All email goes out w/these options on, receipt rule to route to other folder. Now backscatter messages are overloading this process.
There are some Sent messages that have a Tracking Tab on them w/the delivery and read info. Is there a setting that makes this option automatic?

Do not include attachments. This is not a binary newsgroup.

There's little you can do about backscatter.

Makes what option automatic?
