Outlook Form Message Text Disappear

I am using a message field in a custom form to allow attachments to be sent
with the form. When the user attaches a form and includes text below it, the
text does appear to the email recipient. However, when the form is
'forwarded', the attachement is still there but the test that was included in
the original email disappears. The form is published in an Organizational
Library, contains both a Read and Compose page and the Send Form Definition
With Item is unchecked. Any advice on how to correct this is welcome!

On the (Actions) page of the form design, is the form for the Forward action set to your published custom form? If not, change it. Otherwise, the form won't behave like a custom form when you forward from it.
 
Yes, the Forward action is pointing to my published custom form, which is why
I can't figure out why it is acting the way it is. Any other ideas?
